The arts are as necessary to the survival of the community as adequate health care, food, and education. Art performs essential functions in our lives, beyond the ornamental: it is kindling for the spirit that inspires courage, charity, and innovation in times of crisis and privation by reminding us of our capacity to create and recreate our world; it is a form of communication that transcends verbal language, now more desperately needed than ever, that can connect all strata of society, all ages, all persuasions; it is a means of inner exploration that can heal and integrate the tortured soul. Our capacity for artistic expression may well be the defining feature of what it is to be human. To drastically reduce funding for the arts is to devalue the human spirit.
